You can't move the camera around, zoom or do any of that in the cutscenes that have noticeable compression artifacts.
But why I even bother with you people is beyond me. You will all continue to claim everything is in game, despite the fact that it would only take a few minuets to look at the end cutscene of act 3 which is clearly not in real time.
