There may have been a delay in stopping the spamming of message and walls, but the setting to turn off predictions were there day one they were announced. What sticky? It wasn't on the home page and if it was it didn't last long. The fact is its stupid to annoy your costumer base with constant spam, constant notifications that for years warent previously there. It just turned on and it was a hassle to figure out how to get rid of them. then when users complained the people responsible acted like butt hurt bitches that the users didnt like their precious prediction league and their spam. Who would have figured that people would be annoyed by spam? Right?
