This is just a crazy guy, playing up his crazy for attention. He may actually appear on the ballot, but he will not end up with more than a couple percent of the vote.
That 1% to 3% will come from people that know nothing about him, but vote for him anyway because he's an independent.
The fact that he is being open about this stuff is a good thing, insofar as it allows people around him to see what's going on, and possibly prevent any damage being done to others.
