English dub is terrible. Japanese dub is way better, I suggest you try it.
Frame rate is a real issue mainly in cities. There are some drops here and there in the most demanding areas as well, but nowhere near as bad as the 15-20 fps in Torigoth or Mor Ardain with a specific weather condition that really kills the performance there.
