It's not *entirely* style. They could have a very similar look but still push much higher detail.
They did, however, choose to make this a throwback so yes, some of the limitations are intentional. Such as the grid based terain. Even so, it could still be more. But Pokemon Company usually does this, their first game is usually lower key on the technical end.
