Well of course he would be.

The companies that pay for the numbers can misrepresent the numbers all they want.  It's part of the reason they buy them.  What they release is up to them and NPD...

Unless you pay up too it's not really in NPDs best interest to correct them... and if you did pay to you'd have the correct numbers and use of the numbers.
