Of course, it'll have the desired effect. DC Film had a management shakeup when JL bombed. Sony stopped their whole GB plans after the the remake flopped due to 1) not being good and 2) the cast and crew insulting the fans of the original, the vast majority of which had legit criticisms, as women hating basement dwellers.  And here, we have cast and crew doing the same crap that cast and crew did for GB. Politics first, bash the "haters" second, then third, make a movie.

Trust me, if Solo and Ep9 bomb, or even greatly disappoint, Disney is either going to shake up management or put Kennedy and crew on a leash, or they'll just have to convince investors why it's fine for Disney to throw tons of their money down a hole just to push Kathleen Kennedy's political agendas. 

If Solo and Episode 9 come up (far) short of Disney's projections, then sure, that'll cause some form of shake up, but if it's just Solo, I wouldn't be so sure. With the DC films it was a case of them getting progressively worse over a number of movies, and then Justice League was simply the straw that broke the camels' back. The Ghostbuster remake...I mean it was one movie. Would they have liked to have it do well, and set up several sequels, ya I'm sure they did, but that's a case of the thing never even getting off the ground and running, so it doesn't correlate really.

Of the three new Disney Star Wars movies before this one, 2 of the 3 were generally quite well received by fans, and even the one that wasn't still made bank. So if Solo flops, chances are Kennedy will get a stern talking to, and Episode 9 might be pushed back a bit to make sure they don't muck things up further. Then they'll wash their hands of that trilogy and find a way to start from scratch so everyone buys into the hype again.

The Ghostbusters was being planned as a franchise. After the first one the shelved it.

 

Wb did not wait till JL. They restructured and replanned after BvS, SS and WW as well trying to save the franchise
