While I don't think that video is proof of anything damning (given as others have said, the Japan-based server), it's pretty clear that Capcom didn't anticipate Switch being successful and didn't have any major projects in development for it.
As you say, everything they're bringing out are either ports, test products (like this cloud version of Resi 7), or middle-tier games (new Phoenix Wright at some point, Mega Man 11 this year). That's entirely a reflection of the fact that any major game Capcom put on Switch is likely not going to launch until the second half of next year at the earliest, so they're putting out what they can in the mean-time to try and capitalise on Switch's success. As the developers of Monster Hunter World pointed out, they began development in 2014, long before Switch was a known quantity. Operating on those kinds of timescales means Capcom have been caught with their pants down.
