The question is more if Sony wants to implement BC or not. the PS4 would have been powerful enough for BC of the PS3 (if the XBO can do it with the 360, then the PS4 shouldn't have a problem, either), but I remember Sony saying that they didn't want it because while it's much requested, apparently it's seldom used. Maybe they changed their mind again, who knows
