This bundle is only being sold though Nintendo's own store, it has not been announced as an official retail bundle (yet?). There have been quite a few items that Nintendo of Japan has sold only their online stores that have not been sold elsewhere. But assuming this becomes like the 3DS's that came without a charger, those systems had both listings on the websites and images on the product box that showed that the AC adapter was not included.

As for charging multiple units at once, you can purchase splitter cables (I have one that I use to simultaneously charge my New 3DS XL and regular 3DS at home), these are very cheap, particularly for devices like Switch which have a standard USB-C port. Again having SKUs without an AC adapter out of the box has been fairly standard in Japan since the DSi, so this is not really new. BTW, it is not only Nintendo that does this. Amazon, for example, also does not include a charger with some of its Kindle tablets.

The fact  out of thousands of electronic devices you can only name 2, its very shitty practice. I honestly found it hard to believe when i first found that out about the 3ds, like really! its just a shit tactic to get more money out of a buyer.
