Imagine a case like this:

Parents buy their oldest child a Switch, but do not want to purchase a unit for the younger ones due to the expense. Nintendo offers a cheaper Switch without the dock and AC adapter, but the parents already have these components and do not need to buy them again, so they purchase this bundle for their younger child. The 3DS after its price-cut got a significant increase in sales in Japan precisely because it made it afordable for families to purchase units individually for their children, Nintendo is trying to do something similar here (although the price is still too high, but it is getting closer to the sweet spot).

in the front page is says It does not include the dock, Joy-Con grip, AC adapter, or HDMI cable. seems like a huge rip off, and even if you are a parent eventually you might buy those other items, costing you a arm and a leg.

Again why would you want those things, if you already have them? It is a bundle for households that have a Switch, which means they have a dock, HDMI cable, and an AC adapter. Considering most Japanese houses are only large enough for one TV, why do you think people would want a second dock? The 3DS and DSi have been sold without AC adapters in Japan for years for this very reason. The store page clearly says that it is for households that already have a Switch (ie they have the dock, AC adapter, etc).
