I'd go with....
1. Western AAA
2. Western AA
3. Japanese AA
Japanese and Western AA quality is about on par I'd say, I just prefer Western games by and large. As for Japanese AAA...well, they've left much to be desired as of late. Honestly, you'd think their AAA games are the AA games and vice versa if nobody told you the budget.
