Consumers have the option of choosing gaming that made good use of the specs. I don't think its a coincidence successful games tend to be technically impressive.

If the image quality is shit. If the performance/framerate/frame pacing is shit... Your only option on console is to put up with it.

A lot of last gen games dipped below 30 fps to push high visual fidelity, not that uncommon now actually. But you exaggerate how common sub-720p was. CoD is notable for going below 720p but it was aiming for 60 fps. The games most praised for visuals were usually 720p.

Sub 720P was extremely common. Even for allot of 30fps games.

Halo 3 for example was only 1152×640. - Which was one of the best selling games on the system.
Project Gotham Racing 3 was 1024x600.
Perfect Dark Zero was 1152x640.
Tony Hawk's Project 8 was 1040x585.
Oblivion was 1024x600.
Call of Duty 4 was 1024x600. A
Trials HD was 1280x680.
Tekken 6 you had options which meant that the base resolution started at 1024x576.
Final Fantasy 13 was 1024x576.
Battlefield 3 does 1280x704.
Battlefield 4 does 1280×688.

I could probably keep listing more games... But you get the point.
And there is actually a technical reason why ALOT of games were sub-720P on the Xbox 360 if you need me to explain it. (Hint: It has to do with the eDRAM.)

Now once you start looking at the Playstation 3 side of the equation... The landscape tends to look even worst.
Fact is... Whilst console gamers were proclaiming that Halo 4 was the best looking game ever... Or Uncharted 3 was the best looking game ever... PC gamers were enjoying far far far far far superior visuals.

I simply don't care for graphics as much as you, in the end I remember the game more than visuals. Fortunately, the games I enjoy on console tend to be pretty well optimized.

Which is why I established that I am extremely picky when it comes to visuals.

Visuals increase a games immersion, it helps draw me into the world, into the story and gameplay.
Visuals are very much a big part of a game whether you or anyone else likes to admit it or not.

Now don't get me wrong... A good old SNES game with charming pixel art can still draw me in... Why? Because it's visuals are pleasing.
