I actually take a lot of issue with that rant. New York and DC had little to do with the Avengers and everything to do with SHIELD (and HYDRA). If anything it’s those experiences that fuel Cap’s issue with the accords. He trusted oversight before and then got blamed for fixing their mistakes. On the Ross front, you could argue his own sins drove him toward taking a more active role in trying to curtail the collateral damage. But like you say, he’s blaming the wrong target
