Skyrim ..maybe but It felt dated on release and the setting was bad for traversal, quite annoying actually but Oblivion and F3 are up there.
Nothing comes close to the witcher 3 though, it has transended so many genres and aspects of gaming.

talking about god of war , i would like you to define Full open world for me , since when I play god of war I get a hub world game with large vista's that confines me to set paths with circumstances like clambering over a fallen log can only be done in a marked space in the middle of that log , I also recall a smallish  lake with thor's statue on an island that had a rocks running through the middle of the lake to form a barrier even though the lake wasn't large all it did was make it feel silly.
