It's not as many exclusives as you think though, it doesn't help that Microsoft doesn't make many games anyway.
The only notable games worth mentioning is Forza, Gears of War 4,  Sea of Thieves and Halo Wars 2. That's it.
And in regards to Gears of War 4 and Halo Wars 2... The multiplayer for those games are dead anyway, they would probably be still active if they were actually on Steam.

Halo Wars Definitive Edition, Killer Instinct, Quantum Break, Cuphead and so much more are all on Steam and thus Windows 7.

Besides, thanks to the power of virtualization, you can run all Windows 10/Windows Store's crap on Windows 7 anyway.

But for comparative sake... Do you know how many thousands of games are exclusive to Steam? ;)

You wont be happy for much longer if Age of Empires 4, Crackdown 3, State of Decay 2, Ori 2 and the rumored Fable 4 are locked behind the Windows 10 store. There is a chance for them to come to Steam however theres no garentee. Besides you can play all Steam games on Win10 plus all Xbox major exclusives so theres nothing but a gain from 7 to 10. Anyway my point is MS is using X1 as there killer app for there oppositions. Steam isnt exactly there opposition since majority of Steam users are on a Windows based platform, and better well should be because majority of Steam games only run on Windows.

Steam is massive and last time i checked my account has over 1000 brought games. Yes i am a 14 year old user of Steam. One thing i enjoy Win10 games over Steam is the play anywhere feature which puts up a good argument against Steam.
