That likely falls under design choice. You do NOT have to render the game at the same resolution as your display.

It can go higher. Just some developers might not see the point and would rather spend the extra resources on Anti-Aliasing or Anisotropic Filtering.

Indeed. That is one of the big caveats to pushing a higher resolution... More hardware demand, more battery life drain.
