Well I think he is right in a sense. The game could probably look the same and hit 60fps. But it wouldn't *be* the same, it would require considerably more work under the hood to further optimize the game. That's why I said it is a competent use of the engine's out of box capabilities. There are other, much more advanced games doing more with the engine at these framerates. Gears of War 4 comes to mind. Thus it stands to reason if DQXI received similar customization attention, it could probably achieve that higher framerate. But this is likely a budget decision made due to the fact framerate was not critical to gameplay. Same as with Snake Pass really.
And of course other open world games on other engines far outstrip DQXI while performing as good or better. Metal Gear Solid V comes to mind and actually is a great comparison point.
