It was confirmed to be in development for Switch in Dec 2016.
When the game released in July 2017 in Japan, I don't think it was unreasonable for people at the time to expect a Switch port before 2019/2020.
Considering the problems they had with engine capability though, I don't think people should admonish the developer for the delay.

Both of you are correct, but most of nintendo fans though the games was "already " being in the development "at the same time with the PS4 and 3DS version.
