False, their using Unreal Engine 4 and there's nothing "complex" about sprites or bitmaps mapped on 3D surfaces and as far as voice acting is concerned, I'd like to see a list of their VAs cause famous names require some real cash 
(we'll also see if they add english VAs too) and I don't see anything special about the rest of the games sound design either ...
And don't knock on the Secret of Mana remake, it is an action RPG with FULL 3D animations too ...
