I think Rol is right, Sony just doesnt care that much since Japan is less than 10% of their global market.
It doesnt really matter if PS4 sells 15k/week or 20k/week, its such a small difference in the grand scheme of things.
When the herd loses its way, the shepard must kill the bull that leads them astray.
