Rape culture is something in India. Not in the West. People who complain about things like this in the West clearly have no idea what's happening in the rest of the world.

Like people complaining that Europe is racist and sexist... I've lived in Japan for a year now, and I can assure you that European people have now idea what a racist and sexist society can be (and I'm sure other countries are worse that Japan).

Because it's worse in other places doesn't mean that there aren't issues here. I don't understand why people would just want to ignore the problems here instead of tackling them merely because it is more severe elsewhere.

I'm not complaining about people saying there are issues, I'm complaining about the words used.

There is a difference between saying "There are rapes in the West" and "There is a rape culture in the West". Rapes are not part of the culture, in Europe anyway. It's something rather rare and serious, never accepted as normal. It's like saying "We have a murder culture" or "a pedophilia culture". Having crimes in a society doesn't mean that it's part of the culture.

EDIT: And it's the same thing for racism and sexism. Obviously there are racist and sexist people in France, but it's not actually an accepted and official part of the society like other countries. So people saying that French society is racist and sexist are wrong: exceptions, even loud and easily seen in the media, are not the norm.
