Well, the question I guess is whether it has to be the dominant belief to be considered part of the culture, but here are some articles discussing the matter:

I will read these later, but I never said I did believe in a rape culture or didn't believe in one, I think that is just the appropriate place to start the discussion. So thanks for providing me with reading material, although for obvious reasons I'm not going to take your other source seriously (most people would do MANY things they can't do if they didn't face consequences, that's just human nature). 

 I suppose there are ways that Indian women could benefit from owning a gun, but I'd rather start from the basic and work our way there.
