I can only speak for myself as I rank Incredible Hulk two slots above Ultron (with Black Panther in the middle, all of which are 6/10). I thought the Incredible Hulk had a good story, a strong romance, great action (that devolves a little at the end) and the conflict between Banner and Ross over control of the Hulk was a basic story but was still strong enough to carry the film. For Ultron, I thought there were way too many subplots that gave the film a cluttered quality. Ultron deals with stronger themes but it does’t do more than tease them to set up the plot. I actually had a convo with Vek the other day where I laid out what I think would have been a stronger film. The problem is it would be less action oriented and you can’t have that in an Avengers film.
