So, if Russia made a deal to give them back the islands, they should just keep their word. One could make the argument that the Soviet Union made the deal and not Russia, but that is like saying that the post WWII Peace deals that the Union made are no longer recognized and that is probably untenable. Does Russia have an interest in the islands? What exports come from those islands and basically what is it worth to Russia. It all comes down to money. In just the same vein that people should keep their word, Japan should continue insisting if they still hold that agreement to be valid.

They only made a deal to give them back a couple of the islands though, not all of them, and even that wasn't to apply until they had officially agreed peace, which they have yet to do. Besides, one could also ask what interest Japan has in the islands, couldn't they?

Maybe a bunch of their people living on them? History?
