So, if Russia made a deal to give them back the islands, they should just keep their word. One could make the argument that the Soviet Union made the deal and not Russia, but that is like saying that the post WWII Peace deals that the Union made are no longer recognized and that is probably untenable. Does Russia have an interest in the islands? What exports come from those islands and basically what is it worth to Russia. It all comes down to money. In just the same vein that people should keep their word, Japan should continue insisting if they still hold that agreement to be valid.
