Most Japanese third party games do (relatively) poorly on the PS4, MHW is the major exception (and even that game didn't help the baseline of the PS4 at all). 

NNK on the PS3 sold better than it did on the DS which had nearly twice as big of a user base ...  

As for your last sentence if what you said were true then why are they still bringing games to the PS4 after 4 years since it's launch ? Much less, they've only further solidified their support for the PS4 after the release of the Switch since big Japanese game publishers such as Bandai Namco, Capcom, Koei Tecmo and Square Enix will not bring the majority of their upcoming titles to the Switch ... 

The Switch is not destined to become the main platform for most Japanese developers simply because it outsold the PS4 in Japan, their main target market might not even be Japan anymore when they are releasing the majority of their titles for PC too ...
