Well, the world is massive, it's mostly multiplayer, and only playable only online.  What else is an MMO then without being an RPG?

If the developers arent calling it an MMO, its not an MMO.

The massive portion of massive doesn't have to do with the size of the world, but the quantity of players available to play in it.  While the term MMO has gotten some stretching in recent years, the general rule of having a persistent world (meaning it is ALWAYS active and not only available in instanced chunks) is still the guiding principle of the genre.  This is why MMO games like FFXIV, WoW, DAoC, all have you log in to specific servers, so your persistent world is right there available to you.  The fact that you don't log in to a specific server to play with specific people (and I don't just mean your team but also your opponents) makes Sea of Thieves NOT an actual MMO game. 

That an MMO website decides to call it an MMO doesn't really mean much other than they are striving for hits and stretching that definition.

Planetside was/is (if its still around) an MMO and it was/is a shooter.
