Constitutionally they don't, but in reality they do. The annual military budget is more than $46 billion and they currently have the 8th largest military budget in the world. They even outspend South Korea, the country who is in far more danger. 

Agree with u, but i will fix some of your statement. The constitutional amendment are not very clear, and since the US war with  North Korea happened , japan has been tried to define the constitution about not having army , and start to build their army for the purpose of defending them self . It called JSDF . But Abbe the current prime minister now building more power and double the current budget because of the treat of China.
