And no. It's a ratio. Link has 20+ games against one cartoon. Mario has 200+ game appearances against a movie and 2(?) cartoons. Mario does have a better ratio, but they're both clearly game characters.

At this point it's just you being an hypocrite and creating reasons why Goku should be in and others not...
Goku is a manga/anime character over a video game character for a good combination of reasons
1. He started off as a manga character
2. Manga and Anime of Dragon Ball are much more well known AND much more popular than the video games
3. Being in more of something doesn't mean shit. For exemple, do you think of Frodo or whatever other Lord of The Rings characters as a video game character ? No right ? Well they have been in more video games than books (Only 1 or arguably 3) or movies (3 and arguably more if you count the Hobbit). Doesn't change the fact that Lord of the Rings characters are book characters.
Oh and also, you're not the one that gets to choose what kind of character Goku is, only 1 person has that right, his creator. Just go ask him if Goku is a video game character first or a manga character, good luck.
Edit : Frodo's Video Game vs Movie Ratio is about 4x, about same for his Video Game vs Book ratio. Isn't that even over Goku's ? So i guess Frodo deserves this Smash spot over Goku right ?
