Should console-exclusive sites be allowed on metacritic?

Actually, all the 10/10s that he gave to the Microsoft exclusives is baffling. And it's impossible to see all his scores, but he gave a 0/10 to Street Fighter V Arcade Edition, a game that coincidentally is a PS4 console exclusive.
