Well, I can guarantee you that the latest they'll wait is 2020.  And you are never getting 60fps on every game.  Devs just choose to prioritize graphics and resolution over fps.  Personally, I prefer a steady 30-45 fps for most games.  Next gen the standard will be 4K, though.  Whether it is native or checkerboard.  We will still get devs with unoptimized engines or less than stellar skills, though.  However, where they had to drop their resolutions to 900p, I don't see the resolutions falling below 1400p.
