The people reviewing doesn't have much to do with his statement. While I disagree with his numbers there, I do believe there is a bit of a bias in the industry for new IPs coming from specific developers. Those that have done very well with new IPs in the past get a lot of leeway in their new IPs going forward because people have an area to look at for where the IP could potentially go. In this instance I think MS's reputation for IPs in recent years makes some people skeptical, even if it is a company like Rare they are working with for it.
