My 2nd desire is for MS and Sony to at least offer SSD cache. Load times this generation are already atrocious with 1080p textures, they will be truly awful next gen with 4k textures if they use just a standard 5400rpm hard-drive with no SSD cache.

Output resolution doesn't equate to texture resolution, I wish more people understood that.
Many games are using 4096x4096 resolution textures, some even more than that on even a standard base Xbox One.

5400rpm drives today offer significantly better performance than the 5400rpm drives of old that are in the Xbox One and Playstation 4.
Higher density platters have helped significantly to that end, especially in regards to sustained reads/writes.

Hopefully they use 7200rpm drives at a minimum though as it wouldn't drive up costs.

Playstation: business as usual

Xbox: just die already

So you want reduced competition that results in higher prices and less innovation? Okay then.
Might need to get a second job to buy a console again.

they have more storage, free up more space inside the console, and load faster than discs

But also cannot play CD/DVD/Blu-Ray.
Meaning media capability is significantly reduced, it also removes disc-based backwards compatibility entirely.

it still amazes me how quick the Nintendo Switch is in terms of loading up games. just press a button to take it out of sleep mode, press A, and youre already in the game. i would even argue that its more convenient than steam, and i think all consoles should follow suit.

Partly that is due to the games being smaller and less intensive on switch.

-backwards compatibility
having to keep around multiple other consoles just to play old games is a drag, and i would much prefer having a single platform on which i can play everything. if i have to buy it again and download it then so be it.

This conflicts with your first point of wanting carts.

Then they should get a faster speed, or use cartridges.

Well. The faster drives are a good 12x. Real world read speeds are around 50-54MB/s.
That still pales in comparison to a mechanical disk which can be multiples faster than that.

Carts would likely drive up prices of games.

I am okay with installs, you only have to install them once and that's it, the Switch despite having carts still has load times and installs on some games.

2 meter long charge cables (Xbox having lithium batteries by default).

I like the AA batteries. I don't need to have any cables at all, just hot swap the batteries when they go flat.

Plus non-replaceable batteries have a finite amount of charge cycles, not everyone knows how to replace a battery inside their electronics.
And if the Playstation 4 is any indication, the controller has a short battery life anyway which is partly attributed to the 3,000mAh cell. - You can have twice that capacity with a pair of quality AA batteries.

I would like to have both options to be honest, there is no reason why we couldn't have that.
