It can mean either we get full on SD card support which we've all been asking for since the day the Wii launched or Nintendo will start offering a streaming method. The streaming method would allow Nintendo more control over what you are doing with your software since you'd only download a small portion of the game to the Wii initially (something like a bookmark) and then when you click on the icon it would start streaming your game from the net. Most VC games would work quite well with this solution so I wouldn't put it past Nintendo to offer this. The biggest draw back is that if you're not connected to the net you won't be able to play your VC games.
