I think it was hyperbole, and he was suggesting that Mario Kart has a lot more random elements become decisive factors.
Being more skillful than another player can give you an edge in MK as well of course. But it can also commonly amount to nothing.
If I lose in a race against other players in say Gran Turismo, if everyone understand the game properly, 99% of the time I lost because I was outplayed. Someone randomly getting a Lightning bolt instead of a green shell at the last stretch doesn't become a deciding factor in that game, and as far as I can recall, there aren't things like that in F-Zero either. There are speed boosters placed on the ground, and regenerative fields, but I don't recall there being many (any?) random factors involved in the ones I played.

But there is only one factor that is random in MK and thats the lightning bolt. All other things you can avoid (including blue shells).

 

I also hate to go there but in all IRL sports random elements tend to be the deciding factors.
