That still doesn’t explain how the ‘poorest country in the world’ can afford such a grand metropolis. I know it’s all just fiction - but there still needs to be some kind of believability.

They are not the poorest country in the world, that is the lie they tell everyone else. They are actually the richest country in the world due to the massive deposit of Vibranium. The lie of "poorest country in the world" is there so they can be left alone as they are a fiercely isolationist and tribal people.
