Well since I think that Ragnarok is pretty bad and at this time is the worst of the current MCU films it means that Black Panther wins by default.
As for Black Panther, IMHO, it is the second best MCU film to be released, second only to the first Guardians film. So yeah, it is better than Ragnarok, and by a fair margin too.
