I’d assume it’s the player which downsammples it, or simply downscales the resolution. PS4 can’t play 1440p or 4K videos obviously.

In 180 degree videos and 360 degree videos you only see a section of the total picture... that's the reason you can look around in these videos.
Therefore the video resolution has to be much higher than the native resolution of the headset to get optimal results. 4K or even 5K videos aren't overkill for a FullHD headset, the currently shown section is probably even below FullHD.
