This applies only to public schools which are always coed.  It also does not allow people to self identify age, and their are existing laws that prevent people above a certain age (dunno what the cutoff is exactly, but it is certainly way below 45) from attending public schools for grade 12 and below.

So relax chicken little.  The sky is not falling.
