What makes Mario Maker work is that its a platformer, and you can scale the difficulty with it.
That does not apply to Mario Kart.

It would just be sub par raceing tracks, and less fun races overall.

IMO this is a stupid idea, and I cant think why anyone voted yes.

They could still include 32 tracks created by the "pro's" and assuming the editor is up to snuff there isn't any reason some incredible tracks couldn't be made. Of course user content will be full of mostly trash, which is why systems need to be in place to make it easy to find the diamonds in the rough among the garbage.

The inclusion of a track editor doesn't have to remove anything.
