Ya we just don't know the answer to this. Fh3 could be undertracked too. Didn't they announce 2.5 million retail sales 9 months ago or something. Plus even if vgc was spot on we don't know the digital attach rate for either game. Of course in the long run gts will outsell fh3 either way. The smaller base and yearly releases make it a certainty.

It was 2.5mil in 3 months so sales are really undertracked here, with digital and the legs it has its probably around the 5mil mark now. Either way both games are most likely undertracked.
