No. It means you have to change the settings in control panel, restart and you're done for life. Seriously, people are blowing this out of proportion. This just means no configuration issues for Tablet or casual W10 users. If you're a power user, just change the setting, reboot and you'll have good old Windows 10 Ultimate back online until you decide you want to go back to it...
