Exactly, Nintendo games including Zelda BoTW are a lot more cheaper than AAA and Switch is still at least 4-5 times weaker than PS4/Xbox 1 so cost more doesn't mean cost as much as PS4/Xbox 1 games

Still Switch is above PS360 in power but the cost of the development was much lower.... this is more on their philosophy than the power of the machine itself.
