No the numbers regarding sales are literally to do with everyone that has released a game obviously but it doesn't mean it's 100% of everyone that was surveyed. Read the article to get a clearer picture.

But after having a look at the two articles you've linked, I believe to have indeed discovered a plausible explanation; it seems like you just completely made this part up:

Apparently, those remaining 33% were not people who said they hadn't released anything on Switch; instead, those remaining 33% were developers who said that none of the other options (better/average/worse) applied to them for some reason.
