They can but why would they even bother importing? It will be ready available for PS4. 
Also, those people would be left out while their peers and friends are doing co-op while he is stuck playing with foreigners. 
So I don't see the point in importing it. TBH.

The people importing it are like US troops in Japan. People forge that there are ~50k stationed in Japan. While that's not a huge number, army bases typically have a lot of people playing games in off times.
