As for PCs hitting 120 FPS yes there some older games that can be pushed into ridiculous frame rates but in a lot of cases this is capped by the software itself at 60 and in even more cases its capped by the monitor's refresh rate. There simply hasn't been any evolution in our ability to see higher frame rates. There has however been in evolution in our technology allowing us to more consistently produce higher frame rates.
