It doesnt matter. If Nintendo was able to get a 250 mio usberase in 7th gen, their goal needs to be to get that got or better again. No matter how, They are trying the Fusion concept currently, if it just sells 100 mio they would make ALOT less profit compare to the past which is bad.

So if the PS4 and Vita in total don't make the same sales as the PS3 and PSP in total, it's a flop?

Really really uninformed thing to say. Besides, they are still selling the 3DS, which still sells pretty good lol.
