4 out of 18 titles (I say 4 because the original on NES had high numbers too) were smashes commercially over a 30 year period. Like I said before the game is HUGE within the gaming community, it's not a popular title among even casual gamers. Which is why it didn't sell well comparatively on the Wii with a 100m install base. The game appeals to a select group of people, albeit a big group it's not a mainstream game. Though I think BoTW is changing that as we speak 

It did sell well on Wii though; Twilight Princess on Wii sold better than all but 5 PS2 games and the PS2 had a 150 million userbase. So adjusting for the 50% larger base, by that logic, only 3 PS2 games sold well.
