I mean, she's basically the girl version of the MC in Sword Art Online, who most people seem to agree is a Mary Sue (or Gary Stu or Marty Sue or whatever). I don't really see how she wouldn't be. Sure she has a background that makes her that way, but she's also a fictional character that's given that background for a reason. Her story was easily the weakest part of the last movie I watched, and I could practically see a giant Bugs Bunny hand coming down with an eraser to get rid of any potential struggle she might have to deal with.
That being said, I haven't seen the new Star War, so maybe she's been given more actual struggles or character development, but she certainly fits the definition in the last one I watched.
